There is a saying about revolutionaries, often attributed to Mahatma Gandhi, that goes, "First they ignore you, then they laugh at you, then then they fight you, then you win.
In the past it was thought that revolutionaries must be secretive and conspiratorial, with authoritarian, hierarchical command structures, but Gandhi saw that this could lead only to new secretive and authoritarian results, what we could call the culture of war. In fact this is what happened in the case of the Soviet Union
Instead, Gandhi went regularly to see the British authorities whom he was opposing, and he told them in advance everything that he was going to do.
Why wasn't his movement crushed?
As it has been said, at first they ignored him, and then they laughed at him. By the time they started to fight him, the vision of a free India had spread so far and so deeply among the people that it could no longer be crushed.
