At the United Nations Summit meeting in September 2000 the largest gathering of world leaders in history adopted the UN Millennium Declaration, committing their nations to a new global partnership to reduce extreme poverty and setting out a series of time-bound targets, with a deadline of 2015, that have become known as the Millennium Development Goals (MDGs).

Seven years later, almost halfway to the target date of 2015, the assessment of progress was not very optimistic. It shows that of the 18 indicators in 10 regions of the world, 180 in all, the goals have been met in 23 cases but have deteriorated or failed to progress at all in 37 cases. While 77 cases are expected to be met by the goal of 2015, a larger number, 102, are not expected to be met. The progress report indicates that people in eight of the ten regions surveyed have moderate to high rates of hunger and in five of these regions, the report does not foresee a substantial decrease in the rates of hunger by the year 2015.
